PROCUREMENT CENTRE (CENAME)
ARTICLE 1 : Purpose
The General Manager of the Cameroon National Essential Drugs Procurement Centre abbreviated “CENAME”
launches an Open International Invitation to tender for the supply of essentials drugs, medical devices and
vaccines, under International Non-proprietary Name (INN) at CENAME.
ARTICLE 2: Participation
This invitation for tender, bearing reference number AOIO 008/CENAME/CMS/2011, is addressed to al physical
or legal person recognized in his established country, and authorized to manufacture or supply pharmaceutical
products, who agrees to comply with the pharmaceutical rules and regulations in force in Cameroon.
ARTICLE 3: Financing
This invitation for tender is financed by the CENAME’s 2011 and 2012 budgets.

Applicants may bid for one or more lots and may be awarded for one or several lots. A bidder could not be
awarded for two lots of the same product.
ARTICLE 5: Evaluation and Attribution
The awarding contracts criteria is the choice of the lowest evaluated bid, after al stages of tender analysis, as
described in Article 12.4 of Special Tender Requirements, provided that the tender had previously met the
administrative and technical criteria for tender assessment under the provisions of articles 12.1 to 12.3 of Special
Tender Requirements.
5.1 Eliminatory criteria
• Failure to submit one administrative document required in this tender, submitted in original or certified • False declaration or falsified document; • Failure to cover the different folders and samples required in completely anonymous outer envelopes; • Failure to submit in three separate envelopes sealed and hermetical y closed of administrative, technical • Non-compliance with technical specifications of products ; • Lack of contract agreement of manufacturers (for the suppliers); • Exclusion from public procurement in Cameroon. 5.2 Main essential criteria (binary marking)
• Evidence of implementation of two similar markets benefits in Cameroon or abroad (proces verbal of reception, proof of payment, restitution of bond, … ) (YES/NO); • Quality certificates (ISO, GDP, GMP) (YES/NO). Any bid with a score of less than 60% of ‘YES’ in the “essential criteria” heading fol owing the evaluation sheets
hereby attached as annex wil be rejected.
ARTICLE 6: Delivery deadline
This invitation for tender wil lead to contract award. A delivery schedule wil be communicated to the winner at
the time of notification of the award. The maximum delivery period required by the contracting authority is one
hundred and twenty (120) days from the date of notification of award. The place of delivery is the CENAME
warehouses located at Messa – Yaoundé for the national suppliers and the Yaounde-Nsimalen International
Airport or the Douala sea port for the foreign suppliers.
ARTICLE 7: Acquisition of tender file
Tender files may be obtained at the Secretariat of the General Manager of CENAME after payment of the sum of
FCFA 600 000. (six hundred thousand) non-refundable.

« CENAME ARV » located at CA SCB Cameroun, 20th May Boulevard Yaoundé (the bidder being responsible for
the transfer fees).
The proof of payment shal be included in the bid.

ARTICLE 10: Submission of Bids
Bids wil be addressed to the CENAME headquarters at the address indicated above and label ed:
“OPEN INTERNATIONAL INVITATION FOR TENDER N° 008/CENAME/CMS/2011 RELATING TO THE
PROVISION OF ESSENTIALS DRUGS, MEDICAL DEVICES AND VACCINES”
BE OPENED ONLY DURING THE EVALUATION SESSION.”
The deadline for submission of bids is scheduled for the 16th August, 2011 at 11 am local time.
The opening of bids (administrative and technical) wil be conducted by the special contract award committee for
the procurement of pharmaceutical drugs attached to CENAME, at CENAME premises, on the 16th August, 2011
at 12 a.m. local time.
Only bidders or their duly authorized representatives may attend the bids opening ceremony.
ARTICLE 11: Validity of bids
Bidders shal be bond by their bids for a period of ninety (90) days with effect from the date of bids opening.
