Applicants may bid for one or more lots and may be awarded for one or several lots. A bidder could not be awarded for two lots of the same product. ARTICLE 5:Evaluation and Attribution The awarding contracts criteria is the choice of the lowest evaluated bid, after al stages of tender analysis, as described in Article 12.4 of Special Tender Requirements, provided that the tender had previously met the administrative and technical criteria for tender assessment under the provisions of articles 12.1 to 12.3 of Special Tender Requirements. 5.1 Eliminatory criteria
• Failure to submit one administrative document required in this tender, submitted in original or certified
• False declaration or falsified document;
• Failure to cover the different folders and samples required in completely anonymous outer envelopes;
• Failure to submit in three separate envelopes sealed and hermetical y closed of administrative, technical
• Non-compliance with technical specifications of products ;
• Lack of contract agreement of manufacturers (for the suppliers);
• Exclusion from public procurement in Cameroon.
5.2 Main essential criteria (binary marking)
• Evidence of implementation of two similar markets benefits in Cameroon or abroad (proces verbal of
reception, proof of payment, restitution of bond, … ) (YES/NO);
• Quality certificates (ISO, GDP, GMP) (YES/NO).
Any bid with a score of less than 60% of ‘YES’ in the “essential criteria” heading fol owing the evaluation sheets hereby attached as annex wil be rejected. ARTICLE 6: Delivery deadline This invitation for tender wil lead to contract award. A delivery schedule wil be communicated to the winner at the time of notification of the award. The maximum delivery period required by the contracting authority is one hundred and twenty (120) days from the date of notification of award. The place of delivery is the CENAME warehouses located at Messa – Yaoundé for the national suppliers and the Yaounde-Nsimalen International Airport or the Douala sea port for the foreign suppliers.
